FG adopts performance mgt system in public service

Federal government has adopted a new performance management system (PMS) in the public service as a means of promoting good governance and achieving effective service delivery.
Supervising Minister of National Planning, Amb. Bashir Yuguda said the new PMS seeks to provide a platform for continuous enhancement of performance with regards to national development programmes within the sectoral institutional and individual levels.

He said the idea of the PMS was to support the transformation of the federal public service by developing the structures, processes and procedures for managing result oriented performance at the sectoral, Institutional and individual levels within the federal public service

The adoption of the harmonised version followed the presentation of the report of the tripartite committee comprising National Planning Commission (NPC), Office of the Head of Civil Service of the Federation and the Federal Civil Service Commission.
The presentation ceremony had the Head of the Civil Service of Federation, Dr Bukar Goni Aji, the Chairman of the Federal Civil Service Commission, Deaconess Joan Olatoyosi Ayo and the Director General of the Bureau of Public Service reforms, Dr Joe Abbah, in attendance.

He further lauded the head of service for the innovative way of collaborating with the state civil service on the reforms being embarked upon by the federal government.
He stressed the importance of the monitoring and evaluation (M &E) framework and the contract performance system as well as the role of SERVICOM in bringing about effective service delivery and the desired good governance in the country.

The National Planning Commission had initiated the adoption of the PMS which had culminated in to the signing of performance contract agreement between President Goodluck Jonathan and his Ministers in August, 2012.
The performance contract was then cascaded down to between ministers and their permanent secretaries and also between permanent secretaries and directors in all federal MDAs.
