A group, United Youths Alliance Against Corruption (UYAAC), has accused the Executive Director of the National Primary Healthcare Development Agency (NPHCDA), Dr. Faisal Shuaib of fraudulent practices and violation of procurement laws.
Th is was contained in a petition addressed to President Muhammadu Buhari, the minister of health, and all the security agencies.
In the petition titled “Allegation of Corrupt Acts by the Executive Director of National Primary Health Care Development Agency.
(NPHCDA), it stated amongst others that the Executive Director, Dr. Faisal Shuiab in collaboration with the Deputy Director of Human resources in the NPHCDA, Idris Bello and fi ve others have been milking the agency dry through dubious contracts to friends and cronies.
“Th e fi rst issue is the process and intricacies involved in the award of the contract for the purchase of operational vehicles in the 2016 fi nancial year, which we believe was aligned to unduly benefi t some persons domiciled in the agency and the ministry of health.
From our preliminary investigations, we observed that DUE PROCESS was NOT followed in the processes leading to the award of the contract for the purchase of the vehicles.
” “Th ere was no advert for this contract as against laid down procurement laws guiding the award of jobs of such scope, and there was no letter of award for the contract which also violates established norms.
Th ere was no record of a Tender Board meeting before the award of the contract which violates laid down procedures.” Mr. Solomon Agbo, the coordinator of the group further alleged that Lanre Shittu motors were awarded the contract for the supply of 15 Toyota Hilux vehicles at the contract sum of N337, 500, 000 (Th ree hundred and thirty-seven million, fi ve hundred thousand naira) without due process.
“Th e way and manner by whichthe purchases/payments were made indicate clear elements of contract splitting, and this is shown in the payment vouchers.
Payment was staggered into smaller payments into Stanbic Account Number 9200057983 belonging to Lanre Shittu motors.
” “From our preliminary investigations we got to know that only one company submitted the three(3) quotations that were eventually used, with the successful company, Lanre Shittu Motors Limited presenting the least amount of Twenty-two million fi ve hundred thousand naira per unit for 15 units making a total sum of Th ree hundred and thirty seven million fi ve hundred thousand naira (N337,500,000.00)”
