Adamawa state Commissioner for Finance, Alhaji Ibrahim Vokna, yesterday presented the breakdown of the 2014 budget ,saying that the budget was geared towards consolidating good governance as contained in Vision 20:2020 and the Millennium Development Goals (MDGs).
Governor Murtala Nyako had previously presented the sum of N97.9 billion as the budget estimates for the 2014 Fiscal year on December 6, 2013, which was approved and signed into law by the House of Assembly on February 19, 2014.
The budget consisted of N57.8 billion as recurrent expenditure and N40.1 billion earmarked as capital expenditure with the Ministry of Works carrying the largest share of N13.7 billion which constituted 14.02 per cent of the budget estimates, while the Ministry of Education got 11.43 per cent.
Security and Special Services also got the sum of N4.3 billion representing 4.41 per cent of the budget, while Ministry of Health and Agriculture got N3.2 billion, representing 3.28 per cent and N1.9 billion, representing 1.92 per cent, respectively.
Vokna said in order to achieve the mission of the budget which is enhancing the rapid socio-economic growth of state, some fiscal control policy measures which included the implementation of the International Public Sector Accounting Standard (IPSAS), the e-revenue programme and linking MDAs to the Treasury Office through optic fibre, amongst other measures would be implemented, this year.
He added that the state government also intends to train and retrain its civil workforce for optimal performance of the budget, saying that such measures were responsible for the successes recorded by previous budgets.
He said the 2013 budget performed at 82 per cent implementation adding that the state government would vigorously strive to enhance its Internally Generated Revenue Profile for the government to enhance the delivery of the democratic dividends to the people.
